Vehicle Excise Duty: Evasion And Enforcement

That this House notes with concern the statement of the then Permanent Secretary to the Department of Transport, in evidence to the Transport Select Committee on 16th April 1991, that 'ú100 million or so' of tax revenue is lost annually through evasion of vehicle excise licence duty; regards it as unacceptable that so many should thus be allowed to evade a tax which the great majority pay conscientiously; recognises that enforcement by the police through the courts may be disproportionately expensive and time-consuming; and would welcome the introduction of other methods, such as the integration of the record of duty payment with the vehicle log book records, fixed penalties applied by traffic wardens, police and other authorised officials, clamping and other procedural changes generally, including the earmarking of penalties and revenue to produce a cost-effective system of enforcement.
