at end add 'further notes that this is the first Amnesty report, since the respected organization added paramilitary abuses of human rights to its mandate in 1991, to deal with both state and paramilitary abuses of human rights in Northern Ireland; believes that paramilitary violence, intimidation and torture account for the great majority of such abuses, including 90 per cent. of all political killings in Northern Ireland; recognises that this must not diminish the need for the security forces to behave in a rigorously fair and even-handed manner if they are not to sink to the debased levels of republican and disloyalist paramilitary groups; and calls for careful study of this report, along with other reports from such organisations as Helsinki Watch and Families against Intimidation and Terror, by all those concerned for peace and justice in Northern Ireland.'.
