National Lottery "instants"
EDM number 1286 in 1994-95, proposed by Lynne Jones on 22/06/1995.
That this House notes with concern the huge profits generated by the sale of National Lottery instant scratch cards, on which over ú378 million has been spent since their introduction on 21st March; further notes that research from the National Council on Gambling suggests that the cards are likely to be both highly addictive and particularly attractive to children; regrets Camelot's failure to act in the face of evidence that children under 16 years of age are able to buy Instants from many lottery outlets along with its refusal to accept that such evidence exists; believes that the sale of Instants through ordinary retail outlets is inappropriate; and calls on the Secretary of State for National Heritage to ensure that the sale of National Lottery scratch cards is limited to premises licensed for gaming, or that they are withdrawn from sale completely.
