<title>Perth Flooding And Bellwin Formula Grant</title>

<text>That this House calls for an immediate change to be made to the Bellwin scheme which grants money to local authorities in Scotland that have been hit by flood damage; notes with dismay that Tayside Regional Council has only been awarded Ãº2,105,994 to cover extra spending following the disastrous floods that hit Perth in January 1993; further notes that this is a shortfall of Ãº3.7 million from the Ãº5.8 million that the floods cost the region in 1993; draws attention to unfulfilled assurances made by Scottish Office Ministers in the aftermath of the floods when they said the Government would be generous in taking account of the damage inflicted by the floods; calls for an additional capital consent to Ãº8 million to be made available when an adequate scheme of flood prevention is agreed to by the new Perthshire and Kinross unitary authority; and condemns the Government for once more starving local authorities of financial assistance.</text>
