That this House is convinced that the UN, while requiring further reform, remains the leading intergovernmental forum for establishing global consensus on issues of international importance; notes the Secretary General's Millennium Report to the UN and welcomes his restatement of the international development targets, but is concerned that the report does not examine more proposals for reform or consider the position of the WTO and Bretton Woods institutions in relation to the UN; welcomes the declaration from the NGO Millennium Forum in May 2000 and the work carried out by Charter 99 and other civil society groups to promote the UN and issues of reform more widely; hopes that their many proposals will be seriously discussed at the Summit and Assembly in September 2000; and is concerned that all governments, including Her Majesty's Government, should ensure the highest possible level of participation so that any proposed reforms will receive maximum political support.
