That this House regrets the decision to renew control orders for another year; further regrets that this is the fifth year running in which this policy has been renewed; notes that control orders have been revealed as ineffective and contrary to fundamental principles of law; further notes with concern the comments made by Lord Carlile calling for the establishment of control orders permanently in statute through the `consensus and consolidation' of counter-terrorism legislation; further notes that the use of control orders was also criticised by the European Commissioner on Human Rights, the European Committee for the Prevention of Torture and the Home Affairs Select Committee; and urges the removal of control orders and not their consolidation in law.
