That this House acknowledges the recommendations of the recent report on fiscal powers published by the Commission on Devolution in Wales; recognises that, as the recommendations have wide-ranging constitutional implications, including the devolution of tax-varying powers, hon. Members from all four countries of the UK may wish to participate in a debate on this subject; understands that hon.Members in border constituencies may too hold a special interest in contributing to such a debate; and therefore urges the Government to hold a debate on these recommendations on the floor of the House to enable all hon. Members to be able to participate if they so wish.
