That this House has witnessed during the last 11 years the most appalling misuse of public money and resources by any government; counts the more than ú80 billion from North Sea oil revenues, vanished into thin air, the ú6 billion handed out to the new water companies, the countless blunders of privatisation follies which mean billions in revenue from the national resources, all now in the pockets of friends - British and foreign - of the Tory Party; believes that the mention of North Sea oil, Skillcentres, Rover Group and British Aerospace, British Petroleum and others, is now the most powerful indictment of the dogmatic, uncaring and profligate behaviour of the Government which forced the poll tax and the privatisation of National Health Service upon the British people; is shocked, but not surprised, that all those who bear direct responsibility for this waste now lecture the country about the cost of necessary projects which will make Britain more prosperous, democratic and socially in peace, such as the Scottish and English regional assemblies; dismisses with contempt their claims; and reminds them that democracy and de-centralisation of power are essential for economic and social development and that this careful and accountable expense, is good investment in the future, as the examples of West Germany and the United States of America show.
