Dumping Of Toxic Waste In The North Sea

That this House calls upon the Secretary of State for the Environment to honour Section XIV: Article 22a of the agreement signed at the International North Sea Conference in London in 1987 in which Environment Ministers from countries bordering the North Sea agreed to phase out the dumping in the North Sea of industrial waste by 31st December, except for inert materials of natural origin or other materials which can be shown in the competent international organisations to cause no harm to the marine environment; calls upon the Minister of Agriculture, Fisheries and Food not to apply to the Oslo Commission for toxic waste dumping licences on behalf of Sterling Organics Ltd., Orsynthetics Ltd., and Fisons Ltd., which would allow 49, 000 tonnes of harmful toxic waste to be dumped in the North Sea in 1990 and which would be a direct contradiction of the above agreement; and notes that the Federal Republic of Germany, the Netherlands, Sweden and Denmark have objected to these companies being licensed.
