Secure Unit For Young Offenders In Wales (No.2)

That this House is appalled at the reply given by the honourable Member for Cardiff Central which shows he is ignorant both of the grave concern that has been expressed over many years about the lack of a secure unit in Wales, leading to inappropriate remands in prison of young people and the repeated assurances by the Welsh Office that a secure unit is to be achieved shortly; and calls on the Government to recognise that the provision of such a unit would ensure the remand of young people in suitable accommodation, take pressure off the Prison Service, protect the public and enable non-secure units operated by local authorities and community-based work with young people to concentrate on the essential job of diverting young people from criminal activity.
