Protection For Mobile Home Owners Against Harassment

That this House deplores the lack of legal protection against harassment for mobile home owners on residential caravan parks, as witnessed by the issuing of eviction notices on Saturday morning, 2nd December 1989, by Maurice Lubin, proprietor of Property Developers Mortgage and Loans Company Ltd, of 154 Pencisely Road, Llandaff, Cardiff, owners of the Cambrian Trailer Park, Culverhouse Cross, Cardiff, to 20 caravan owners, including a 92-year old man living alone, and a widow whose husband had passed away only three days before, such eviction notices having the sole purpose of creating a climate of fear among the mobile home owners on the site, including the fear of becoming homeless, especially with the approach of Christmas, there being no legal redress such as interim protection orders that would ensure, even in the case of disputes over ground rents, the basic human right of quiet enjoyment of one's own home, free of harassment.
