leave out from 'House' to end and insert 'notes the accident on the M1 motorway involving the transportation of hydrobromic acid from Ellesmere Port to London; applauds the speed of the emergency services in responding to this incident; notes that the substance involved was not toxic waste but an important corrosive chemical required for industrial processes; further notes with interest that toxic waste accounts for less than one per cent. of all hazardous material transported in the United Kingdom; and believes that only when all the facts are assembled on incidents concerning the environment can sensible policy options be formulated.'.
