That this House congratulates the Prime Minister for her part in the constructive outcome to the European Council at Strasbourg; notes the positive influence she has had on the key issues of developments in Eastern Europe and the progress towards a genuine internal market in the Community; endorses the conditions set out in Madrid for the participation of sterling in the exchange rate mechanism; notes the intention to keep the progress towards fulfilment of these conditions under review; supports the constructive evolutionary approach to Economic and Monetary Union put forward by Her Majesty's Government; and urges the Government to continue to play a central role in securing an open liberal community which can truly act as the cohesive driving force in the changes in the whole of Europe now under way.
