Leave out from 'House' to end and add 'calls on the Government to introduce guarantees that they will introduce a properly funded and resourced Scottish nature conservancy council competent and capable of fulfilling its environmental role in Scotland; and also notes that the Labour Party, which failed to implement a devolved Scottish assembly when it was in government, now in opposition will not even support a devolved Scottish nature conservancy council.'.
