Football Membership Scheme

That this House welcomes the statement made by Mr Trevor Phillips, the Commercial Director of the Football League, that he will be pushing the idea of a national membership scheme as aggressively as possible to the League management, that he believes that such a scheme would help raise some of the ú130 million required to convert all First and Second Division grounds into all-seat stadia by 1994; notes Mr Phillips' comments that the League have carried out a lot of research over the last 18 months and that has shown that a lot of people would join a national membership scheme; further notes his observations that the feeling out there among supporters is that the hooligans have had their way long enough, now is the time for us to take the game back; and regrets that Mr Phillips did not make his views known before Lord Justice Taylor finalised his report.
