Parliamentary Under Secretary For Wales And The Poll Tax

That this House notes that the Parliamentary Under-Secretary for Wales, when he was on the Government back benches, attacked the poll tax as being regressive, that in a debate on Welsh local government finance on 29th January 1986 he asked the then Secretary of State for Wales, Official Report, column 968, 'Does my Right honourable Friend accept that while the present system may be seen as unfair, it represents a crude wealth tax, whereas a poll tax is regressive by its nature'; and further notes that the Parliamentary Under-Secretary's views, as expressed in 1896, reflect those of the majority of Welsh people.
