Second Severn Crossing

EDM number 779 in 1989-90, proposed by Paul Flynn on 22/03/1990.

That this House notes the decision by the Secretary of State for Transport to award the contract to finance, design, build and operate the ú300 million second Severn crossing as well as to operate and finance the present Severn crossing to the French-led consortium of GTM Entrepose and John Laing; further notes that this so-called private sector solution for the bridging of the Severn is in fact financed by a nationalised French bank, Credit Agricole; and expresses its concern that the Department of Transport has discriminated against British public sector solutions in favour of foreign public sector solutions in a manner that is as wholly inconsistent as it is undesirable to have the control of the lifeline of the Welsh economy in hands which will be outside and beyond British influence.
