Conduct Of The Hon. Member For Edinburgh South

That this House calls upon the honourable Member for Edinburgh South to explain to his constituents why, when the Prime Minister announced that she was manipulating the Scottish Office budget to make a bogus concession on poll tax rebate capital allowances, knowing that some other vital service such as the National Health Service in Scotland would have to be cut to pay for it, he chose to concentrate his question to her on Thursday 24th March on the position of the English ratepayers in 1989-90.
