Poll Tax In Scotland

That this House notes the Secretary of State's claim, at the Scottish Grand Committee, that 97 per cent. of people in Grampian Region were paying the poll tax and questions how it can be reconciled with the information from the regional council finance committee that, up to 20th February, 136,448 people or 31.7 per cent. in Grampian either had not paid anything or are behind in their payments; notes that 41,034, 9.5 per cent. of people had not paid a penny piece towards the poll tax; appreciates that the Scottish Secretary is having some difficulties with poll tax arithmetic; but suggests that he is the last person in Scotland to realise the scale of the non-payment campaign throughout Scotland which will defeat this evil tax.
