Green Bill For London

That this House welcomes the publication of the Association of London Authorities' Green Bill for London; notes the Association of London Authorities' call for a ú38 million fund to enable London boroughs to clean up the capital, together with a compulsory dog registration scheme, an energy conservation programme and a series of pump-priming recycling initiatives; further notes the Association of London Authorities' wish to explore a night-time lorry ban in most residential areas of London, together with a properly integrated and planned public transport system together with a higher priority for civil emergency planning; believes that because of Conservative policies since 1983, London has become one of the dirtiest, ill-planned, most congested, dilapidated capital cities in Europe; and demands that urgent action be taken to save London from descending further into chaos and the Association of London Authorities' alternative Green Bill be part of the strategy.
