That this House expresses its deep dismay that the Government has broken its commitment to Parliament by introducing a new Clause to the Natural Heritage (Scotland) Bill [Lords] on 6th June which enables landowners to appeal against the notification of existing sites of special scientific interest in Scotland; notes that the Government has responded to the wishes of landowning interests; further notes that this move breaks the many pledges made by Ministers that they would not change the procedures for notifying sites of special scientific interest; and calls upon the Secretary of State for Scotland to consider his position forthwith.
