Birthday Of The Dalai Lama

EDM number 1029 in 1990-91, proposed by Dafydd Elis Thomas on 25/06/1991.

That this House notes the Chinese clampdown in Tibet on commemorations for the birthday of the Dalai Lama, Nobel Peace prize winner, on 6th July; condemns the recent celebrations in Lhasa for the 40th anniversary of the signing of the 17 point agreement, an unequal treaty forced upon independent Tibet under threat of violence by China on 23rd May 1951; commends the Government in instructing their diplomatic posts not to be represented at any Chinese Government function connected with this celebration; recalls the recent uprising against Chinese occupation in Tibet in 1987, 1988 and 1989 in which many Tibetans were killed; notes furthermore that Tibetans continue to be detained for peacefully exercising their right to hold and express opinions, many of them without charge or trial; and calls upon the United Kingdom Government to make representations to the Government of China to introduce and guarantee respect for human rights and civil liberties in Tibet and China, to release all political prisoners in Tibet and China and to recognise Tibet's right to self determination.
