That this House expresses its deep concern over the resignation of Sir Frederick Holliday as Chairman of the Joint Nature Conservation Council of Great Britain (JNCC); notes that his resignation follows a Government decision to back a Scottish landowner's amendment to the Scottish Natural Heritage Bill allowing the review of all the sites of special scientific interest established in Scotland by the Nature Conservation Council; recalls that on his appointment Sir Frederick Holliday said that his ultimate sanction against Government interference would be his resignation; regrets that such a distinguished conservationist believes he could best serve the interests of nature conservation in Britain by vacating the post of independent chairman; and concludes that his resignation is further evidence that the Government's action falls far short of its expressed concern for the environment even when made by the Prime Minister at the beginning of this week.
