That this House believes that the quality of life of people with severe disabilities will be seriously eroded by the amendment of Regulation 3 of the Income Support (General) Regulations suggested in a draft statutory instrument dated 11th June 1991 supplied to the Social Security Advisory Committee; and believes that these amendment regulations should be debated in full and should be annulled to ensure that present rights to the severe disability premium are retained in full.
