Elimination Of Backdated Claims For Social Security

That this House deplores the Government's action during the recess to remove the right to claim backdated claims for social security caused by official error; notes that this will affect many thousands of elderly, disabled and other disadvantaged people who can no longer claim benefit arrears due to them; notes that the Statutory Instrument (S.I.,1991,No. 1950: Social Security (Adjudication) Amendment (No 2) Regulations 1991) permitting this was laid and came into operation during the summer recess thus denying any parliamentary scrutiny before it came into operation; and calls for the annulment of the Statutory Instrument and an end to the abuse of the Statutory Instrument procedure.
