Ownership Restrictions For Channel 3 Licences

That this House supports the Home Office proposals to safeguard the independence and regional identity of channel 3 franchise areas by preventing both a large franchise operator from operating another large area and the dual ownership of contiguous franchise areas, which were articulated by Ministers in both Houses; regrets the reported decision of the Home Office to abandon, after the passage of the Bill, the contiguity rule; further believes that the loss of the contiguity rule would threaten the independent existence of stations such as Grampian and Anglia, thus reducing local programming, information and employment; and calls on the Home Office to confirm its support for the previously discussed ownership restrictions including the contiguity rule.
