Allerdale Timeshare (No. 3)

EDM number 267 in 1990-91, proposed by DN Campbell-Savours on 19/12/1990.

That this House believes that Allerdale District Council should hold its own inquiry into developments surrounding negotiations between Mr Tony Perry, Allerdale District Council's Chief Executive, and Mr Norman Turner of Intercity Properties between 1984 and 1986; notes that Mr Turner must be free to speak without the threat of libel writs, which Mr Perry makes a practice of serving on those who question his competence over negotiating the timeshare deal; believes that the Conservative group, who control Allerdale District Council, should ask for Mr Perry to give an unconditional undertaking that he will not sue Mr Turner for statements Mr Turner might make during the course of an inquiry, therefore enabling him to speak freely; believes that if Mr Perry refuses to give such an undertaking, such an action would constitute an admission of a wish to obstruct the truth being brought out; notes that in 1985, when Allerdale decided to proceed with the project, neither Labour, Conservative or Independent councillors were aware of the details of the Intercity negotiations; notes that when Mr Turner approached the honourable Member for Workington in 1986 following upon which the honourable Member protested to Mr Perry, the honourable Member for Workington asked Mr Turner why he had not approached individual councillors if he was dissatisfied with his treatment by Mr Perry; notes that Mr Turner replied that he thought it improper to approach councillors and that he relied on Mr Perry and, with other developments in mind, he wished to establish good relations with the Council.
