Allerdale Timeshare (No. 4)

That this House requires to know what discussions took place between Mr Tony Perry, Allerdale's Chief Executive, and Clifford Barnett, who were subsequently awarded the contract to build the Spa Timeshare project, between 28th June 1985, when Allerdale discussed a treasurer's report which did not mention a ratepayers' guarantee, and 10th July 1985, when a decision was taken to proceed with the project with a guarantee which was not minuted; notes that Mr Perry asked both Clifford Barnett and Intercity seven questions; notes that whereas Intercity submitted its reply to the seven questions on the basis of the Treasurer's report's recommendations for a guarantee free project, Clifford Barnett submitted their reply on the basis of a public sector guarantee; questions what mandate Mr Perry had for putting this offer to committee for approval when it was not based on the Treasurer's report; notes that when the Keswick station site sub-committee approved proceeding with Clifford Barnett on 10th July, not one single councillor, Labour, Conservative or Independent, had any idea that Norman Turner's offer on behalf of Intercity had been submitted without the guarantee; notes that they further did not know that Clifford Barnett's offer had been accepted with a guarantee and neither did the minute of the sub-committee mention the existence of the guarantee; and is convinced that when it was decided on 10th July to reject Norman Turner's offer, the only person who knew of the existence of the guarantee was Mr Tony Perry.
