leave out from 'House' to end and add 'applauds the substantial contribution of $13,000 million which the Japanese Government has offered to the Gulf war; considers that this generous contribution is in line with the responsible and constructive policies of democratic Japan, and offers its sympathy and understanding to Japanese businessmen whose taxes will help to finance the contribution when they seek business and trade in European nations which apply blatant protectionism through the abuse of alleged anti-dumping policies, alleged voluntary restraint agreements and utterly shameful breaches of international sanctions policies.'.
