That this House is concerned to learn the London Borough of Bromley has managed to make a substantial financial loss for its poll tax payers by allowing a private sector company to manage its elderly persons' homes; notes that the company, Alpha Care Services, failed to obtain a performance bond from its bankers but that documents dated 26th September 1990 show that the council offered to put up the money for the bond; and believes this matter should be looked at urgently by the auditors and lessons learned by Ministers and other local authorities.
