Anti-Theft Devices In Motor Vehicles

EDM number 727 in 1990-91, proposed by David Clelland on 22/04/1991.

That this House believes that anti-theft devices should be fitted to all motor vehicles; is concerned at the rate of 'taking without the owner's consent' and the number of crimes, injuries and deaths associated with it; believes that the time has arrived when anti-theft devices should take their place as statutory requirements alongside safety belts, tyre treads and other roadworthiness tests; and calls upon Her Majesty's Government to introduce legislation in the current session of Parliament to make the fitting and use of anti-theft devices to specified standards made a statutory requirement on all new vehicles and a requirement for the issuing of an MoT test certificate.
