Lack 0f Appropriate Units For Young Offenders

That this House deplores the fact that because Wales does not have a single long-term secure unit for juvenile offenders, 15 and 16 year olds whose conduct has been so bad that the public needs protection from them either have to be kept in adult prisons, a course which Ministers have admitted is unacceptable, or they have to be put into units which lack appropriate security; believes that this means that impossible burdens are imposed on these non-secure units and on their staff, and that the public are inadequately protected from dangerous youngsters; and deeply regrets that the Welsh Office has shown no urgency whatsoever in facing the need for action, thereby failing not only the public, but also those operating the existing custodial system and those youngsters who may be responsive to remedial treatment in a proper secure unit.
