Maastricht Summit

EDM number 159 in 1991-92, proposed by Tony Benn on 13/11/1991.

That this House, while welcoming the development of closer links between all the peoples who live in Europe and the world community as a whole, believing that such co-operation must be based upon the recognition and entrenchment of the rights of democratic self-determination for all those involved, convinced that no Member of the present House of Commons has any legal or moral authority, or electoral mandate from the people, to transfer, for all time, key economic and political power, which belongs to the electors, to an unelected Commission or Central Bank, or to Ministers, meeting in secret, to make the laws under which we are governed, therefore declines to accept the proposals to an economic, monetary, or political union, which are to be discussed at the Maastricht meeting, instructs Her Majesty's Ministers not to use the Crown Prerogatives to sign any treaty or agreement which would bring such proposals into force, and calls for invitations to be issued by Her Majesty's Government to the Governments of all the states in Europe, East and West, to attend a conference, in London, with a view to creating a Commonwealth of Europe, which would encourage the harmonisation of those policies that would benefit the people of the European continent, and the world.
