GOVERNMENT'S ATTITUDE TO SCOTTISH PARLIAMENTARY BUSINESS

EDM number 191 in 1991-92, proposed by Margaret Ewing on 19/11/1991.

That this House condemns the Government's cavalier treatment of Scottish business, and is of the view that they have plumbed new depths of insensitivity towards Scotland as demonstrated by their practice of shoehorning specifically Scottish matters into legislation such as the Education (Schools) Bill and the Local Government Finance Bill, both of which are primarily designed for England and Wales; believes this to be a wholly inappropriate means of ensuring proper scrutiny of legislation affecting Scotland and views it is as an admission of the inability to legislate separately for Scottish affairs by a Government whose policies continue to be rejected by the Scottish electorate and which is now, more than ever, bereft of any moral or political authority to govern Scotland, on the basis of a minority of Scottish votes and Members of Parliament; and believes that Scottish Members of Parliament should refuse to serve on what are essentially English standing committees of the afore-mentioned Bills, thus denying to the Government any implied legitimacy for these measures.
