Nuclear Proliferation And Non-Government Organisations

That this House regrets the refusal of the Foreign and Commonwealth Office to discuss nuclear non-proliferation and nuclear tests at the meetings to be held between the Minister of State and non-government organisations on arms control and disarmament on 26th November; notes at the previous meeting held six months earlier nuclear non-proliferation and the continued failure of the Government to enter multilateral negotiations for a comprehensive test ban treaty were discussed at length; recognises that in the intervening period many new issues arose including the Iraqi violation of the Non Proliferation Treaty and Iraqi nuclear weapons programme, China's assistance to Algeria to develop nuclear weapons and North Korea's refusal to agree international inspection of its plutonium production reactor; and calls on the Foreign Office to reconsider their ban on discussing these subjects with non-government organisations.
