Support For The All-Wales Strategy For Mental Handicap

That this House calls on the Secretary of State for Wales to give careful consideration to the Report 'A Job Half Done', published by Mencap in Wales; notes with approval his recent expression of continued support for the principles of the All-Wales Strategy for Mental Handicap but urges him to recognise that the Strategy needs to be funded at a level that will ensure that those principles are put into practice; notes with concern that only a quarter of the estimated number of adults needing a supported home of their own are currently living in such accommodation, that most are living with increasingly elderly parents, that there is comparatively little provision for those with additional physical or personal problems, including challenging behaviour; and notes particularly that some 3,500 people are still waiting for the chance to take part in alternative and creative day activities while that only 900 short-term care places are available compared with the estimate that 3,860 places that are required by the end of 1991.
