Poll Tax Arrears In Wales

That this House is appalled by the admission by the Welsh Office, Written Answers, Official Report,16th December col.75 to the honourable Member for Swansea East, that since 1st April 1990, almost half a million summonses for poll tax arrears were issued by magistrates' courts in Wales, thus amounting to the criminalisation of a substantial proportion of the people of Wales, the vast majority of those summoned having never previously entered court; and urges the Welsh Office Ministers, all of whom were eloquent advocates of the poll tax, to publish, before the next general election, a cost/disbenefit analysis of the tax as a contribution to informed debate in the Principality.
