United Nations And Humanitarian Aid
EDM number 538 in 1991-92, proposed by Dafydd Elis Thomas on 22/01/1992.
That this House welcomes the appointment of a single humanitarian aid co-ordinator by the United Nations who shall have the authority to deal with governments that deny assistance to suffering peoples, and those that use humanitarian relief for political ends; further welcomes the resolution passed on Wednesday 18th December for an extra ú50 million will be granted for emergency supplies and the announcement that humanitarian aid can be given through appeal by an affected people and not through governments necessarily in countries suffering from civil strife; notes that neighbouring countries will now be required to help in the creation of aid corridors so that humanitarian assistance can be delivered in the shortest possible time to the affected people; believes that such moves will ensure improved co-ordination of relief efforts and will help enshrining of the principle of humanitarian aid in international law; and very much hopes that amongst the first to benefit from the new United Nations resolution will be the Kurds, Tamils and the East Timorese.
