That this House notes with the utmost alarm and concern the minutes of a meeting in Hong Kong on 17th January 1985 at which the Financial Secretary and Deputy Governor Sir John Bremridge and the Attorney General Michael Thomas QC, agreed to 'bend the law' in furtherance of the improper and unlawful 'cover up' being conducted by the Malaysian Committee of Enquiry investigator Chooi Mon Sou; notes with even greater alarm that the present Head of the Foreign Office, Sir David Gilmore, signed a number of cables during the same period implying that he and other Foreign and Commonwealth Office officials may have been aware of the Malaysian 'cover up'; is further concerned that the Foreign and Commonwealth Office has refused to hand these cables over to the courts with the effect of assisting that cover up which was being conducted on behalf of three Malaysian cabinet ministers; further notes the evidence now available that other documents relating to the ministers; further notes the evidence now available that other documents relating to the cover up were in the hands of the Hong Kong Government since 1983; is concerned that in a sworn statement before the courts on 15th June 1990 the Hong Kong Government materially misled the courts on this matter; calls upon the Home Affairs and Foreign Affairs Committees of this House to begin an immediate enquiry into this matter; and calls upon the United Kingdom Government to order both the Government of Hong Kong and the Foreign and Commonwealth Office to hand over all relevant documents to the courts and to launch an immediate judicial enquiry into the whole matter.
