Renewable Energy In Scotland

That this House condemns the fact that the Non-Fossil Obligation for renewable energy in England and Wales does not apply to Scotland; notes that Scotland has the best potential in Europe for developing renewable energy, including over 55 per cent. of the national potential for on-shore wind energy as well as 90 per cent. of the small scale hydro-plant; believes that this inequity is leading to the whole United Kingdom lagging behind other OECD nations in development of renewable energy; congratulates those research scientists in Scotland who are pioneering renewable energy projects; and urges the Ministerial Review of renewable energy to recommend a secure financial framework for the development of renewables by ending the present funding anomaly as well as by extending the current Non-Fossil Fuel Obligation beyond 1998 for all of the United Kingdom.
