leave out from 'House' to end and add 'notes the impending retirement (not unconnected with age) of certain directors of education in Wales and the publicly expressed aversion of some to changes in the education system, which require the transfer of more resources from the local education authorities to schools through local management and reduce the monopolistic power of local education authorities and transfer it to parents and school governors of grant maintained schools; and welcomes the growing appreciation in Wales of the beneficial effects of these changes and the mounting interest in their implementation in spite of the opposition of those with a vested interest in maintaining the status quo with fulsome support of the Labour Party'.
