leave out from 'House' to end and add 'congratulates Plaid Cymru on securing a deal from the Government which ensures that the three or four seats for Wales on the European Committee of the Regions will be distributed to elected councillors from Wales representing each of the Welsh political parties in Parliament; notes that Labour's Amendment 28 would entitle the Secretary of State for Wales to appoint only Tory councillors for such a purpose if he were so minded,or a future Labour Secretary of State to appoint only Labour councillors, and expresses disbelief at Labour's eagerness to perpetuate the patronage of the Secretary of State; further congratulates Plaid Cymru on pressing for an all-Wales Forum, comprising all 38 Welsh honourable Members and the four MEPs from Wales, together with one elected representative from each of the 21 proposed unitary authorities in Wales, to whom both the Welsh representatives on the Committee of the Regions and the Secretary of State for Wales could report and discuss European policies of relevance to Wales; acknowledges that such a forum falls far short of an elected legislative Parliament advocated by Plaid Cymru, but that it provides a valuable framework of answerability in the European context; and finally congratulates Plaid Cymru honourable Members for sticking to their convictions on the benefits which the Maastricht Treaty can bring to Wales, in stark contrast to the cynical way in which the Labour Party has maintained a pretence of support for Maastricht while at every opportunity doing its utmost to undermine the Treaty in Parliament'.
