leave out from 'island' to end and add 'recognises that this storm is unlikely to have damaged the Cuban economy as much as the ruthless dictatorship that rules Cuba in the name of a socialist experiment has done; calls upon the people of Cuba to peacefully force the dictatorship to step aside and be replaced by a democratically elected government; believes a new free market capitalist-supporting Government would result in the building of houses to higher standards that could better withstand storms and the development of public services which could better cope with emergencies; and hopes that the Government will seek to support the welfare of the people of Cuba by assisting them towards basic human rights and an economic system which can truly meet their needs.'.
