leave out from 'House' to end and add 'welcomes the lead role taken by Executive Agencies in the continuing environmental and economic transformation of Wales; supports the Government's policy of appointing to these bodies those people best suited to carry out the necessary tasks; welcomes the government's plans to reform local government in Wales, restoring proper accountability, through democratically elected, all-purpose single-tier authorities; and rejects the notion that a Welsh Assembly in Cardiff would be anything more than a costly millstone around the necks of the people of Wales.'.
