Gloucestershire County Council Capping

That this House condemns the decision to cap Gloucestershire County Council's budget for 1993-94; notes that Gloucester County Council's spending increase has been restricted to 1.8 per cent. as compared to an average 3.1 per cent. for all counties; further notes that the council's SSA is ú11 million below the counties' average; recognises that spending on education is below average and the council is failing to meet statutory responsibilities in fire and rescue, social services, trading standards and police; believes that services will further worsen with the loss of 250 jobs, 150 of which are in schools; further believes that the Secretary of State has acted unreasonably and in bad faith in his treatment of Gloucestershire County Council; and calls on Her Majesty's Government to reverse its capping decision and put the democratically expressed wishes of the people of Gloucestershire first.
