That this House welcomes the initiative of the University of Central England in Birmingham in allowing, on almost all of its courses, unemployed part-time students from the Midlands free of all charges such as tuition fees, exam fees and any residential fees; believes this is a major contribution to the hardest hit in the recession and that the University is performing a valuable public service to such students in receipt of income support, unemployment benefit or family credit; regrets that the University will receive not a penny in financial support for this important programme from Her Majesty's Government; and calls upon all other institutions of higher education to follow the example of the University of Central England for students in their regions.
