Us Attack On Baghdad

EDM number 2228 in 1992-93, proposed by Ken Livingstone on 29/06/1993.

That this House notes that the American Government's decision to carry out a military attack on Iraqi intelligence headquarters in Baghdad was taken without the authorisation of the United Nations, and that a number of member states including France and China, have since expressed reservations about the wisdom and legality of this attack; believes that such action by the USA undermines the role of the United Nations; believes that Article 51 of the United Nations Charter, by which the US administration sought to justify this attack, specififed 'the inherent right of individual or collective self-defence if an armed attack occurs against a member of the United Nations', and as such does not cover the circumstances in which President Clinton decided to launch this attack; also believes that it is not Saddam Hussein but the civilian population, some of whom were killed or injured by the 23 Cruise missiles, who bore the brunt of American action, and that this does not further peace or justice in the region; therefore condemns the USA military attack on Iraq which was of dubious legality and questionable morality.
