Global Halt To Nuclear Processing

That this House welcomes the appeal in the New York Times editorial this month that President Clinton should 'put a global ban on the production of fissile materials at the centre of non-proliferation policy' and its call for a ban on the reprocessing of plutonium and enriched uranium beyond what is needed to fuel power plants; recognises that, with the demise of fast reactor programmes worldwide, plutonium is not needed for use in nuclear fuels; and therefore calls for a global halt in the reprocessing of nuclear fuels in support of President Clinton's development of an international nuclear non-proliferation policy.
