That this House welcomes the Arts Council of Great Britain's proposals for a Year of Architecture and Design in 1999; congratulates the City of Edinburgh for its imaginative bid for this title; acknowledges the city's commitment to build Britain's first architecture and design centre; notes with satisfaction Edinburgh's new International Conference Centre, new Festival Theatre, Royal Museum of Scotland extension, new Scottish Office building, the Edinburgh Park, the new Gyle shopping complex and the multi-million pound investments by Scottish Equitable, Scottish Widows, Scottish Life and other businesses expanding in Edinburgh; recognises that the award of this title will be a catalyst for further developments in Edinburgh and the regeneration of the City's waterfront at Leith; and endorses any decision by the Arts Council to designate Edinburgh as City of Architecture and Design 1999.
