Composite Rate Tax

That this House notes that the doubt raised about the validity of the composite rate tax charge for 1986-87 of which the Financial Secretary said in a written answer of 7th May 1992 that it cannot be allowed to continue `possibly for a period of years', is the same doubt to which the then Economic Secretary referred in 1986, Official Report, 17th July 1986, columns 1288, 1291 when he informed this honourable House that the Government had been warned by one of the building societies that it would be wrong to suppose that the retrospective legislation of that year would protect the Government from scrutiny by the courts of the arrangements for composite rate tax in 1986-87.
